On page 2 under New York is a letter from the Department of State dated Sept. 24, 1804. The letter begins at the bottom of the second column and continues in the next where it says in part: "...the amendment proposed, during the last session of Congress, to the Constitution of the United States, respecting the manner of voting for President and Vice-President...has been ratified by the Legislatures of three-fourths of the...States ...", signed in type: James Madison.
Ink is bit lite in the text in the second column, some foxing, with a bit in the content above, otherwise in good condition.
