THE CONNECTICUT COURANT, Hartford, October 31, 1791 

* George Washington - 1st Presidential term
* State of the Union Address

This is a very significant issue as almost two-thirds of page 3 contains, in its entirety, George Washington's third state-of-the-union address to Congress signed by him in type: G. WASHINGTON (see photos for portions).
 
This lengthy text is prefaced with text from Congress (see) & compares to the text found on "The Avalon Project" (see their website) which contains the complete printing of this very address. 

There is a brief report following this printed text, beginning: "The President then retired, & the members returned to their hall where the speaker laid before them a copy of the speech..." (see photos).

Of much added significance is the terrific front page report which describes in great detail the new "...city of Washington, in the district of Columbia, intended for the permanent seat of the government of the United States, being now begun..."

This article takes close to two-thirds of the front page and is great on how the new city will be built, some portions including: "...The plan of this city, agreeably to the directions of the President of the United States, was designed & drawn by the celebrated Major L'Enfant...The streets, in general, run due north & south & east & west forming rectangular squares. The area for the Congress House is situated upon the most beautiful eminence...The President's House will stand upon a rising ground not far from the banks of the Patowmac..." with so much more. 

Truly a great & descriptive article on creating Washington, D.C. 

Complete in 4 pages, never-trimmed margins, some light browning to the upper left quadrant of the front page and very minor rubbing at the folds. Generally in very nice condition.
