Certainly the key content in this issue is the front page Act of Congress which is concerning: "...the more general Promulgation of the Laws of the United States." which is signed in block type by the Vice President, John Adams, and in script type by the President: George Washington.
There is another Act beginning on the front page titled: "An Act Giving Effect to the Laws of the United States within the State of Tennessee." which concludes on page 2 where it also is signed in block & script type by John Adams and George Washington respectively (see).
Other news and ads throughout. Complete in 4 pages, there is an ink smear at the bottom of page 1 caused when printed, otherwise this is in excellent condition.
