Page 3 has a very historic report, being an article headed: "Alteration of The Constitution" which is the twelfth amendment to the Constitution. This provided the procedure by which the President & Vice President were elected, replacing the original procedure which proved problematic in the elections of 1796 and 1800. It was proposed by Congress on Dec. 9, 1803 & ultimately ratified by the required number of states on June 15, 1804. See the photos for the full text, which takes two-thirds of a column. Nice masthead with heraldic eagle. Complete in 4 pages, great condition.
