NATIONAL ANTI-SLAVERY STANDARD, New York, Feb. 20, 1864  Page 2 has a very significant report under the heading: "Proceedings of Congress" which reports on the joint resolution of Congress for abolishing slavery, which would ultimately become the 13th Amendment to the Constitution. The report has the details on the discussion & also includes the full text of the proposed Amendment: "Neither slavery nor involuntary servitude, except as a punishment for crime, whereof the party shall have been duly convicted, shall exist within the United States or any place subject to their jurisdiction.
