THE DEMOCRATIC PRESS, Philadelphia, July 1, 1817 Page 2 has: "Laws Of The United States" "An Act to enable the people of the western part of the Mississippi Territory to form a constitution & state government and for the admission of such state into the Union...", signed in type by the President: James Madison (see). Mississippi would join the union later in 1817.
